Description This unit involves the skills and knowledge required to control operational rail traffic through worksites to provide protection for the infrastructure and/or work groups on a rail network during rail work activities, in accordance with legislative and regulatory requirements. It includes following policies, procedures and protocols of the access provider. Licensing or certification requirements are not applicable to this unit.
Employability Skills This unit contains employability skills.
Learning Outcomes and Application Persons achieving competence in this unit will need to fulfil the legislated rail safety requirements including acts and regulations from the applicable state or territory together with any nationally approved compliance codes and/or guidelines.It involves the application of access provider's policies, procedures and protocols related to applying rail safety requirements to work activities.Work is performed under instruction using established procedures, with accountability and responsibility for self and others in achieving the prescribed outcomes within the limits of responsibility of the worker concerned.

Elements of Competency Performance Criteria              
Element: Identify site protection requirements
  • Site safety plan is developed or obtained from relevant personnel and, where necessary, explanation is sought
  • Responsibilities of protection officer for site protection are identified from the site safety plan
  • Network control officer is notified of intention to obstruct track for work activity and to provide initial approval
  • The work group supervisor is advised of network control officer's decision
  • Tools and equipment required for site protection are identified, obtained and checked for functional condition
  • Type of protection and placement is explained to work group at pre-start briefing
  • Work group are informed of their responsibilities for their own safety
       
Element: Set out protection
  • Set-out of protection is determined in accordance with plan and workplace procedures
  • A situational awareness is conducted to identify potential risks
  • Where protection positions are identified as unsafe and/or ineffective they are reported and rectified in accordance with workplace procedures
  • Appropriate warning equipment is placed in accordance with workplace procedures
  • Effectiveness of protection and communication protocols are confirmed
       
Element: Coordinate protection of worksite
  • Vigilance is maintained and protection officer is alerted to approaching rail traffic in accordance with workplace procedures
  • Work group is instructed to move to a safe place prior to passage of rail traffic
  • Track is safe for passage of rail traffic is confirmed with work group supervisor
  • Instructions are issued to rail traffic in accordance with workplace procedures
  • Work group is instructed to return to worksite on clearance of rail traffic from worksite
  • Protection, placement and equipment is continually monitored for effectiveness
  • Communication is conducted with work group supervisor to confirm that work activity is complete and track is safe
  • Network control officer is advised that track is safe
       
Element: Manage unsafe situations or emergencies
  • Unsafe situations and/or emergencies are identified
  • Work group is instructed to move to a safe place
  • Appropriate action is taken to minimise risk and/or injury in accordance with workplace procedures
  • Emergencies and/or incidents are recorded and reported to relevant personnel in accordance with workplace procedures

Assessment must include exercises which demonstrate competent performance of the following in a range of situations:

reading and interpreting responsibilities for site protection from site safety plan

identifying appropriate resources for site protection

conducting pre-start briefing for work group

determining and setting out protection

conducting a situational awareness

coordinating protection as rail traffic travels through worksite

explaining how to manage unsafe situations and emergencies

Context of and specific resources for assessment

Performance is demonstrated consistently over a period of time and in a suitable range of contexts

Resources for assessment include:

a range of relevant exercises and/or other simulated practical and knowledge assessment, and/or

access to an appropriate range of relevant operational situations in the workplace

In both real and simulated environments, access is required to:

relevant and appropriate materials and equipment, and

applicable documentation including workplace procedures, regulations, codes of practice and operation manuals

Method of assessment

Assessment of this unit must be undertaken by a registered training organisation

Assessment of knowledge must be conducted through appropriate written/oral tests

Practical assessment must occur:

through activities in an appropriately simulated environment, and

in an appropriate range of situations in the workplace
